Open Standards, Open Source, and Open Content!
What does this mean in practical terms?
What, for example, are the organisational issues to overcome in making content freely available?

It is hard to look behind the scenes of this project in her presentation, but it looks quite good. They talk a lot with different countries, they use forums to discuss. They use open source software.

Prof. Dr. Rob Koper, Director of RTD into Learning Technologies, [url=http://www.ou.nl/]Open University of the Netherlands[/url]. He talks about stimulating competence development of Individuals and Organisations in Europe.
He describes a r&d eu commission project with 13 partners from 9 countries which started yesterday for the next four years. For more information look at their website.

They offer parts of their university content for free.
Hm ... is it good or bad?
I think it is a very tricky marketing construction with the word "open" as a marketing buzzword. As far as i understood the talk it is still not possible to get a certificate from the MIT via the web! And I assume there is one open content version for the public and one more detailed content version for internal use (licensed!).
